There is no use for summons if they only charge certain amount of money. As rich people will never be bothered by that and poor people will be struggling to pay.
Instead of making them pay using their money, why not make them pay using their effort, like community service? i.e. one week of rubbish collecting at certain area, cutting the grass in all the schools in the area, serve in the disabled home or elderly home for one month, etc etc.
Then there will be no difference between the rich and poor.
Another thing is that, why our national service does not include rubbish collecting and sewerage cleaning? As we are not going to be a military superpower or we are not under threat by any of our neighbours, I don’t know if it is that wise to let these young people handle the guns and all that.
Why not we dispatch the whole camp of national service trainees to go collect all the rubbish around the city.. At least that will teach them not to simply throw rubbish anymore and we will get a cleaner city in the long run!
